Rape suspects walk free. Victims don’t get justice. And police get to count it as a success

Across the country, dozens of law enforcement agencies are making it appear as though they have solved a significant share of their rape cases when they simply have closed them. When Bryan Kind (center) was charged with having sex with a child in Wisconsin in 2017, he’d already had an allegation of having sex with a 13-year-old in Maryland closed by exceptional means.
