Tina Cramer Showers, a 54-year-old Air Force veteran, was required to use the Veterans Choice health care program for her cancer treatment last year. It was a difficult process: long calls to strangers in distant cities, lost authorizations that prompted her to skip a course of treatment, bungled bills that threatened to leave her on the hook for thousands of dollars in out-of-pocket costs.
